Overview of Grants Advisory Committee
Please ensure you have read the Grants Advisory Committee Terms of Reference (TOR).
Purpose
The Community Grants Advisory Committee (Committee) is established to assess and provide objective advice and recommendations on the allocation of the Biannual and Partnership Grants streams of the Community Grants Program (excluding the Social Support category).
The Committee’s recommendations are then considered by the Mayor and Councillors at a meeting of Council.
Context
Moonee Valley City Council’s Community Grants Program provides grants and in-kind support to community organisations, groups, individuals and local business contributing to the health and wellbeing of the municipality. The Committee will assess applications to the following streams of funding:
- First Peoples Grant: Supporting First Peoples and organisations to deliver local projects (up to $10,000)
- Community Projects: One-off community projects, pilot programs and small capital works (up to $10,000)
- Climate Action: Renewable energy transitions and community projects promoting climate resilience (up to $10,000)
- Arts and events: Arts projects and events or festivals that benefit the community (up to $10,000)
- Business Projects: Business led projects that benefit the wider community, including energy transitions (up to $5,000)
- Partnership Grants: Funding to community service organisations to deliver multi-year local projects (up to $20,000 annually over 2-4 years)
The Community Grants Program is one of the ways Council supports our community to achieve its long-term vision as outlined in the MV2040 strategy for a healthy city that is fair, thriving, connected, green and beautiful.
Membership
The Committee membership includes:
- Up to 8 Community Members; and
- Up to 10 Council Officers from a range of levels and departments.
Term of membership
Committee members are appointed for an 18-month period, with the opportunity to re-apply through the EOI process at the end of this term.
Ideally the Committee will be made up of a mixture of new and previous or existing members. This mix will ensure a transfer of knowledge and experience while creating new opportunities to participate.
Time commitment
The Committee will assess two rounds of Biannual Grants each year. Each round will involve a two week assessment period, during which time each member will read and assess grants allocated (allow approx. 1 - 2 working days), plus attendance at an evening Committee Meeting (approx 3-hours).
Role of Committee Members
- Understand and adhere to principles of the Community Grants Policy and Program
- Treat information sensitively and confidentially
- Undertake a training session prior to commencing on the Committee
- Attend Grants Advisory Committee Meeting to submit recommendations (two meetings annually)
- Read assigned grant applications and provide written justifications and scores using the online portal
- Declare any potential conflicts of interest throughout the process
Appointment process
Members will be selected and appointed based on merit, skills and expertise, and considering diverse representation of views and backgrounds. EOI's will be assessed against the following criteria:
- Interest in & connection to the Moonee Valley community: why you wish to volunteer, your links to any local groups, communities and/or engagement on a local level, interest in supporting community initiatives
- Skills & diverse experiences: the unique skills and background you can bring to the panel e.g. experience volunteering with the community, arts events background, organisational management, community engagement, project design and delivery, business experience, etc.
EOI applications will be reviewed by an internal panel of Council Officers and selected based on assessment of the above criteria.
All applicants will be notified of the outcomes of the selection process, noting there are limited places to fill each term.
