Overview of Grants Advisory Committee

Please ensure you have read the Grants Advisory Committee Terms of Reference (TOR).  

Purpose

The Community Grants Advisory Committee (Committee) is established to assess and provide objective advice and recommendations on the allocation of the Biannual and Partnership Grants streams of the Community Grants Program (excluding the Social Support category).

The Committee’s recommendations are then considered by the Mayor and Councillors at a meeting of Council.

Context

Moonee Valley City Council’s Community Grants Program provides grants and in-kind support to community organisations, groups, individuals and local business contributing to the health and wellbeing of the municipality. The Committee will assess applications to the following streams of funding:

  • Community Projects: One-off community projects, pilot programs and small capital works (up to $10,000)
  • Climate Action: Renewable energy transitions and community projects promoting climate resilience (up to $10,000)
  • Arts and events: Arts projects and events or festivals that benefit the community (up to $10,000)
  • Business Projects: Business led projects that benefit the wider community, including energy transitions (up to $5,000)
  • First Peoples Grant: Supporting First Peoples and organisations to deliver local projects (up to $10,000)
  • Partnership Grants: Funding to community service organisations to deliver multi-year local projects (up to $20,000 annually over 2-4 years) 

The Community Grants Program is one of the ways Council supports our community to achieve its long-term vision as outlined in MV2040 for a healthy city that is fair, thriving, connected, green and beautiful.

Membership

The Committee members are made of:

  • Up to 8 Community Members; and
  • Up to 10 Council Officers from a range of levels and departments.

Term of membership

Committee members are appointed for an 18-month period, with the opportunity to re-apply at the end of this term. The Committee consists of new and previous or existing members to ensure a transfer of knowledge and experience as well as creating new opportunities to participate for both community members and Council staff.

Time commitment

The Committee will assess two rounds of Biannual Grants each year. Each round will involve a 2 week assessment period, during which time each member will read and assess grants allocated (allow approx. 1 - 2 working days), plus attendance at an evening Committee Meeting (approx 3 hours).

Role of Committee Members

  • Understand and adhere to principles of the Community Grants Policy and Program
  • Treat information sensitively and confidentially
  • Undertake 1 training session prior to commencing on the Committee
  • Attend Grants Advisory Committee Meeting to submit recommendations (2 meetings annually)
  • Read assigned grant applications and provide written justifications and scores using the online portal
  • Declare any potential conflicts of interest throughout the process

Appointment process

Members will be selected and appointed based on merit, skills and expertise, and considering diverse representation from the Moonee Valley community. EOIs will be assessed based upon:

  1. Interest in & connection to the Moonee Valley community: why you wish to volunteer and your links to any local groups, communities and/or engagement on a local level, interest in supporting community initiatives
  2. Skills & diverse experiences: the unique skills, background and/or experience you can bring to the Committee. This might include running community engagement initiatives, professional experience in communications, marketing, business or general knowledge that might support your involvement in this Committee. 

EOI applications will be reviewed by an internal panel of Council Officers and selected based on assessment of the above criteria. 

All applicants will be notified of the outcomes of the selection process, noting there are limited places to fill each term. 

 

NAVIGATING THE APPLICATION FORM

On every screen (page of the form) you will find a Form Navigation contents box, this links directly to every page of the application. Click the link to jump directly to the page you want.

You can also click 'next page' or 'previous page' on the top or bottom of each page to move forward or backward through the application.

SAVING YOUR DRAFT APPLICATION

If you wish to leave a partially completed application, press 'save and close' and log out. When you log back in and click on the 'My Submissions' link at the top of the screen, you will find a list of any applications you have started or submitted. You can reopen your draft application and start where you left off.

You can also download any application, whether draft or completed, as a PDF. Click on the 'Download PDF' button located at the bottom of the last page of the application form.

SUBMITTING YOUR APPLICATION

You will see a Review and Submit button at the top and bottom of the navigation panel.

Once you have reviewed your application you can submit it by clicking on 'Submit'. You will not be able to submit your application until all the compulsory questions are completed and there are no validation errors.

Once you have submitted your application, no further editing or uploading of support materials is possible.

When you submit your application, you will receive a confirmation email with a copy of your submitted application attached. This will be sent to the email you used to register.

If you do not receive a confirmation of submission email then you should presume that your submission has NOT been submitted.

Hint: also check the email hasn't landed in your spam or junk email folder.

SPELL CHECK

Most internet browsers (including Firefox v2.0 and above; Safari; and Google Chrome) have spell checking facilities built in – you can switch this function on or off by adjusting your browser settings.
